We would probably all agree that when it comes to any business there are those who are responsible and those who are irresponsible. In other words, it’s not reasonable to generalize about commercial puppy breeders. Breeders are not all good, neither are they all bad. As a result, the moniker “Puppy Mill” can sometimes be generally used and sometimes misused by the very people who love dogs and have the best of intentions.
